Explanation:
In accordance with Florida Statutes, the City's Affordable Housing Advisory Committee (AHAC) reviewed current city policies, procedures, ordinances, land development regulations, and The Comprehensive Plan.
After the review, the AHAC made recommendations of specific actions or initiatives to encourage or facilitate affordable housing while protecting the ability of the property to appreciate in value.
In adherence to the applicable statutes the AHAC has made recommendations and compiled the information in report form listed as Exhibit A to the resolution.
The AHAC recommendations were reviewed by City staff representing the applicable disciplines and staff's comments are incorporated into Community Development's recommendations attached as Exhibit B to the resolution.
The City Commission may approve the recommendations as set forth, or may amend the recommendations, as the City Commission deems appropriate.
As a condition of receiving State Housing Initiative Program (SHIP) funding City staff crafts a Local Housing Assistance Plan (LHAP) every three years. The LHAP is submitted to the City Commission for approval prior to its submission to the Florida Housing Finance Corporation for final approval. The LHAP includes an incentive strategy section aimed at encouraging or facilitating affordable housing. It is necessary and appropriate to include any recommendations from the AHAC that are accepted by the City Commission in the incentive strategy section of the LHAP. The recommendations will be incorporated into the 2016-2019 LHAP that is currently being crafted.
