Explanation:

The 2007/2008 Wastewater System Master Plan identified the need to replace the reuse distribution pumps in order to increase the reuse system capacity to allow for additional reuse customers.

 

During Phase 1 of the Reuse System Expansion, the City converted two abandoned sludge holding tanks at the Southern Regional Wastewater Treatment Plant into flow equalization basins to dampen diurnal flow variations from Davie/Cooper City effluent streams.

 

Phase 2 of the Reuse System Expansion upsizes the reuse water pumps to meet the increased demand in the system and provide operation flexibility.

 

On April 16, 2014, via Resolution R-2014-091, the City Commission approved the issuance of an Authorization to Proceed to Hazen and Sawyer, P.C. for the design, permitting, and bidding services for the Reuse System Expansion Phase II at the Southern Regional Wastewater Treatment Plant.

 

On November 11, 2015, Department of Public Utilities staff advertised for construction services, and on December 18, 2015, three (3) bid proposals were received and publicly opened at the Southern Regional Wastewater Treatment Plant with the following results

After thoroughly evaluating the bid proposals for compliance with the contract documents, Hazen and Sawyer, P.C. staff determined that the lowest bidder, Florida Design Contractors, Inc., is the lowest responsive and responsible bidder.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood website, in DemandStar on January 26, 2016 and resulted in no bid protests.

 

The Department of Public Utilities requested a proposal from Hazen and Sawyer, P.C. to provide construction administration services during the construction phase of the Reuse System Expansion Phase II project.

 

Hazen and Sawyer, P.C. submitted a comprehensive proposal for construction administration services during the construction phase of the Reuse System Expansion Phase II Project in an amount not to exceed $75,600.00.

 

Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for wastewater projects, and this agreement was approved by the City Commission via Resolution No. R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City Commission via Resolution R-2015-068 on April 01, 2015;  and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between Florida Design Contractors, Inc., and the City of Hollywood in the amount of $840,000.00 for the construction of the Reuse System Expansion Phase II at the Southern Regional Wastewater Treatment Plant, and to execute the attached Authorization to Proceed for Work Order No. H&S 16-01 between Hazen and Sawyer, P.C. and the City of Hollywood for construction administration services, in an amount not to exceed of $75,600.00.

 

It is necessary to amend the approved FY 2016 Capital Improvement Program and allocate funding for the contract amount of $840,000.00; construction administration services of $75,600.00; and for program management services, permits and testing of $75,000.00 for the aggregate total amount of $990,600.00 as set forth in attached Exhibit A.

 

It is estimated that the time period to complete this work is 365 days from the Notice to Proceed date.
