Staff Recommends: Approval of the Attached Resolution.

 

 

Explanation:

The Department of Public Works requires an agreement with a qualified fencing contractor to provide the removal of the existing column bar fence and to supply and install a new column bar fence and gates at the Dr. Martin Luther King Jr. Community Center.

 

City staff has determined that the existing column bar fence is beyond repair and must be replaced.

 

The Department of Public Works requested that Procurement Services solicit bids for required fence replacement in which the City specified that the new fence to be provided and installed shall be a Master-Halco standard top estate A style black column bar fence or City approved equal.

 

On July 27, 2015, Notification of Bids, Bid Number F-4459-15-RD was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42(A).

 

Bid number F-4459-15-RD was opened at 3:00 p.m. on September 17, 2015, and resulted in responses from three (3) bidders as follows:

 

 

                                          Tropic Fence, Inc.                                                                                    $41,753.00

                                          Pompano Beach, Florida

 

                                          N.D.R. Maintenance Service, Inc.                     $74,928.00

                                          Davie, Florida

 

                                          Guaranteed Fence                     $83,630.00

                                          Hialeah, Florida

 

After all bids were received, Procurement Services and Public Works staff reviewed and evaluated the three (3) bids submitted, to determine the lowest responsive and responsible bidder.

 

The bid submitted by Tropic Fence, Inc. was determined to be non-responsive as they failed to provide bid pricing based on the correct bid specification and addendum.

 

The bid submitted by N.D.R. Maintenance Service, Inc. met all of the required bid specifications and was determined to be lowest responsive, responsible bidder.

 

Although the City of Hollywood has no prior experience with N.D.R. Maintenance Service, Inc., a check of their references has resulted in positive responses.

 

After all bids were evaluated, a temporary postponement was necessary to review sources of funding. The Director of Public Works and the Director of Procurement Services have recommended that the City Commission approve award of the attached purchase order to N.D.R. Maintenance Service, Inc. of Davie, Florida to remove and replace the existing column bar fence and gates at the Dr. Martin Luther King Jr. Community Center for an estimated expenditure of $74,928.00.

 

Award is subject to the City receiving all insurance required and approved by the City’s Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.

 

Funding has been provided in the fiscal year 2016 budget in the Public Works Department’s Account Number 01.5171.00481.541.005229 - Maintenance - Right of Way.
