Explanation:
Procurement Services requires agreements with qualified vendors to provide and supply sod material including installation and delivery services throughout the City.
The Department of Public Works, the Department of Public Utilities and the Department of Parks, Recreation and Cultural Arts have an operational need for the supply of sod material including installation and delivery services throughout the City.
Section 38.46 of the City's Purchasing Ordinance authorizes the Director of Procurement Services to join with other governmental entities in cooperative purchasing plans when it is in the best interest of the City.
The City of Hollywood participated, along with various other governmental entities, in cooperative Bid Number 066-2730-12/DJL for Sod and Sod Installation Services, processed by the City of Boynton Beach acting as lead agency for the Southeast Florida Governmental Purchasing Cooperative.
On October 16, 2012, the City of Boynton Beach City Commission, acting as lead agency, awarded Bid Number 066-2730-12/DJL to Mullings Engineering Services, LLC of Sunrise, Florida, Odum’s Sod, Inc. of Loxahatchee, Florida, South Florida Grassing, Inc. of Hobe Sound, Florida, Sunset Sod, Inc. of Miami, Florida and Tropic Landscaping and Lawn Maintenance, Inc. of Homestead, Florida for an initial contract period of two (2) years with the option to renew for three (3) additional one (1) year periods, utilizing pricing provided through the cooperative Bid Number 066-2730-12/DJL.
On October 7, 2014, the City of Boynton Beach City Commission, acting as lead agency, approved the renewal of awarded Bid Number 066-2730-12/DJL to Mullings Engineering Services, LLC of Sunrise, Florida, Sunset Sod, Inc. of Miami, Florida and Tropic Landscaping and Lawn Maintenance, Inc. of Homestead, Florida for the first one (1) year renewal option period, utilizing pricing provided through the cooperative Bid Number 066-2730-12/DJL.
On July 13, 2015 the City established blanket purchase orders with Mullings Engineering Services, LLC of Sunrise, Florida ($5,000.00), Sunset Sod, Inc. of Miami, Florida ($5,000.00) and Tropic Landscaping and Lawn Maintenance, Inc. of Homestead, Florida ($5,000.00) to provide and supply sod material including installation and delivery services throughout the City.
On September 15, 2015, the City of Boynton Beach City Commission, acting as lead agency, approved the renewal of awarded Bid Number 066-2730-12/DJL to Mullings Engineering Services, LLC of Sunrise, Florida, Sunset Sod, Inc. of Miami, Florida and Tropic Landscaping and Lawn Maintenance, Inc. of Homestead, Florida for the second one (1) year renewal option period, utilizing pricing provided through the cooperative Bid Number 066-2730-12/DJL.
On October 29, 2015 Procurement Services surveyed the Department of Public Works, the Department of Public Utilities and the Department of Parks, Recreation and Cultural Arts in order to identify which sod products and services each department required for their daily operations and also to determine their estimated annual expenditure dollar amounts.
The Director of Procurement Services has recommended that the City Commission approve the renewal of the attached blanket purchase orders for the second one (1) year renewal period with Mullings Engineering Services, LLC of Sunrise, Florida ($35,000.00), Sunset Sod, Inc. of Miami, Florida ($35,000.00) and Tropic Landscaping and Lawn Maintenance, Inc. of Homestead, Florida ($35,000.00) to provide and supply sod material including installation and delivery services throughout the City; for an estimated annual expenditure of $105,000.00.
Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, along with signed statements of Hold Harmless and Indemnity to the City.
Funding for this agreement has been provided in the FY 2016 budget in individual departmental accounts, the Department of Public Works 01.5171.00483.541.005224 ($40,000.00), the Department of Public Utilities, various projects account numbers ($60,000.00) and the Department of Parks, Recreation and Cultural Arts 01.3169.00417.572.005224 ($5,000.00) and will be budgeted in subsequent fiscal years.
