Explanation:

In July of 2010, the Florida Department of Transportation (FDOT) completed the implementation of landscaped safety medians that modified the traffic and pedestrian conditions along Hollywood Boulevard between Young Circle and 8th Avenue. Access across Hollywood Boulevard was limited to one protected crossing at 13th Avenue and four left turn/u-turn movements at 9th Avenue, 11th Avenue, 15th Avenue and 16th Avenue. The new medians and internalized neighborhood traffic impacts as a result of the safety project were found to be problematic and not palatable to the community, as it limited all direct access crossings along Hollywood Boulevard except for 13th Avenue and shifted neighborhood traffic patterns to 13th Avenue. Since the implementation of the FDOT project, City staff together with outside traffic consultants reviewed the corridor and worked with FDOT in an attempt to develop safe, effective solutions that would be acceptable to the community as a whole to relieve these conditions. After numerous public meetings, the community consensus received was leave Hollywood Boulevard as-is and implement safety improvements to include 1) a traffic circle at North 13th Avenue and Tyler Street, 2) permanent speed indicator flashers on North 13th Avenue and Hollywood Boulevard, and 3) installation of sidewalk on 13th Avenue between Washington Street and Johnson Street. To date, implementation of the sidewalk project on 13th Avenue had been discontinued as a result of public meetings with the affected residents on 13th Avenue; the flashers for 13th Avenue and Hollywood Boulevard have been procured and are currently being installed; and the design of the traffic circle has been completed and competitive bids have been solicited.

 

The Resolution before the City Commission is for the consideration of award of a contract to construct a traffic circle at North 13th Avenue and Tyler Street. The Project was electronically advertised via BidSync in accordance with the City’s Purchasing Ordinance, Section 38.42 (A)(1) on December 9, 2015. A Pre-bid Meeting was held on December 17, 2015. Three (3) bid submittals were received and opened on December 23, 2015. The tabulation of the bids received is attached.

 

City staff has reviewed all bids submitted and determined the bid submitted by Sun Up Enterprises to be the lowest responsive and responsible bid, and therefore, recommends award of the contract in the amount of $135,919.80.

 

Funding for the implementation was originally contemplated through the Broward Metropolitan Planning Organization’s (Broward MPO) Hollywood/Pines Congestion Management project funding initiatives, but monies for the project would not be available until FY2019-2020. As this concern was initiated by the residents over 5 years ago as well as recommended and accepted by the community in October of 2014, staff is recommending City funding be allocated to move this project forward at this time.

 

It is necessary to amend the approved FY2016 Capital Improvement Program and allocate funding in the amount $150,000.00 for the Traffic Circle At North 13th Avenue And Tyler Street Project as set forth in Exhibit A.
