Explanation:
the Police Department, the Public Utilities Department, the Office of Parking and Intergovernmental Affairs and the Department of Parks, Recreation and Cultural Arts require a contract for Uniformed, Armed and Unarmed Security Guard Services at their facilities.
Reverse Bid Number F-4264-11-RD was created with the assistance of E-Bridge Online Reverse Bid Services (E-Bridge).
Reverse Bid F-4264-11-RD allowed for award to multiple bidders, with the primary vendor receiving the initial request for work and the secondary vendor receiving other requests for work as necessary, in cases of emergency, or if it is in the best interest of the City of Hollywood to do so regardless of reason.
On February 1, 2012, the City Commission passed and adopted Resolution Number R-2012-033, authorizing the issuance of a blanket purchase order to Tactical Protection Corporation of Miami, Florida as the primary vendor, and the issuance of a blanket purchase order to Regions Security Services, Inc. as the secondary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for a two (2) year period with the right to renew for three (3) additional one (1) year periods.
Tactical Protection Corporation was notified on August 30, 2012, and again on September 7, 2012, of the City’s concerns regarding unsatisfactory services being provided.
On September 17, 2012, Tactical Protection Corporation notified the City in writing that they would like to terminate their service contract with the City of Hollywood.
Procurement Services recommended terminating Blanket Purchase Order B002354 awarded to Tactical Protection Corporation due to the vendor’s request for termination.
On January 14, 2014, Regions Security Services, Inc. began, as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide.
On February 19, 2014, the City Commission passed and adopted Resolution Number R-2014-037, authorizing the issuance of a blanket purchase order renewing the agreement with Regions Security Services, Inc. as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for a one (1) year period.
On February 18, 2015, the City Commission passed and adopted Resolution Number R-2015-040, authorizing the issuance of a blanket purchase order renewing the agreement with Regions Security Services, Inc. as the primary vendor, to provide uniformed, armed and unarmed security guard services - Citywide, in accordance with Bid F-4264-11-RD, for the second one (1) year renewal period.
Regions Security Services, Inc. continues to provide security guard services to the City of Hollywood in a satisfactory manner.
Regions Security Services, Inc. has agreed to renew this contract for the final one (1) year period under the terms and conditions of Bid Number F-4264-11-RD, with a five percent (5%) cost adjustment as specified in the Bid.
The participating Departments and the Director of Procurement Services recommend that the City Commission approve the issuance of the attached Blanket Purchase Order renewing the agreement with Regions Security Services, Inc. of Doral, Florida for the final one (1) year period for an estimated annual expenditure of $371,494.78.
Renewal is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City.
Funding for the attached Blanket Purchase Order has been provided for in the fiscal year 2016 budget in various Account Numbers and will be budgeted in fiscal year 2017.
