Explanation:

The City of Hollywood operates and maintains multiple technology/software systems whi manage both financial and operational processes of the City and a successful integration of these technology/software systems, referred to as an Enterprise Resource Planning (ERP) System, allows for greater cross-functionality, information sharing and process improvement. 

 

The City of Hollywood requires a future ERP system to consist of the best of breed of integrated and consolidated systems and services allowing major city functionality and operations. 

 

The City of Hollywood desires professional services to conduct a needs assessment of the City’s technology/software systems in order to develop a Request for Proposals for the future procurement of an Enterprise Resource Planning (ERP) system.

 

Plante & Moran, PLLC is one of the nation’s largest consulting and accounting firms with extensive knowledge and experiences in providing ERP system needs assessments to local government agencies in South Florida and nation-wide and the Department of Information Technology and Procurement Services Division surveyed other agencies and received positive reviews on their work performance and product.

 

The City staff has evaluated several competitively bid and awarded contracts with Plante and Moran, PLLC and determined the City of Columbia, Missouri contract to be most advantage based on lower rate and a more comprehensive scope of services.

 

The City of Columbia, Missouri competitively solicited a needs analysis for a Financial Enterprise Resource System and awarded the contract to Plante & Moran, PLLC.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Director of Information Technology and the Director of Procurement Services recommend that the City Commission authorize the appropriate City Officials to execute the attached agreement, based on the terms, conditions and pricing established through the formal competitive solicitation awarded by the City of Columbia, Missouri, between Plante & Moran, PLLC and the City of Hollywood to provide professional services for a City-Wide needs analysis for financial Enterprise Resource System for the development of a formal solicitation for the implementation of an Enterprise Resource Planning system in the estimated amount of $150,000.00.

 

Award is subject to the City’s receipt and approval of all insurance certificates required by the City’s Risk Manager, and indemnity to the City and funding is provided in the fiscal year 2016 budget in Account Number 01.1221.00000.513.003137, Contractual Services.
