Explanation:

The 2007 Water System Master Plan identified the need to replace aging water distribution system pipes throughout the City of Hollywood.

 

The City of Hollywood water distribution system consists of over 600 miles of pipelines with diameters ranging from 2-inches to 36-inches.

 

In order to address the findings of the 2007 Water System Master Plan, The City of Hollywood, Department of Public Utilities developed and is implementing a City-wide Water Main Replacement Program.

 

The Water Main Replacement Program prioritizes the replacement of the water mains based on the age of the pipelines, repeated pipeline breaks in the areas, and water quality issues.

 

The City requested a proposal from EAC Consulting, Inc. to provide professional engineering services for the design, permitting, bidding, and construction services for the proposed water and reuse water mains.

 

EAC Consulting, Inc. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for water and sewer infrastructure projects, and this agreement was approved by the City Commission by Resolution No. R-2009-214 on July 15, 2009; renewed by the City commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City commission via Resolution No. R-2015-068 on April 1, 2015; and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached Authorization to Proceed for Work Order No. EAC 16-01 between EAC Consulting, Inc. and the City of Hollywood, together with such nonmaterial changes as may be subsequently agreed to by the City Manager and approved as to form and legality by the City Attorney, in the not-to-exceed amount of $1,240,231.00.

 

The not-to-exceed amount of $1,240,231.00 includes the design of a reuse line in the amount of $31,623.00 with the difference of $1,208,608.00 going to the design of the water main.

 

Funding in the amount of $1,208,608.00 for the water main portion of the project was included in the FY2016 Capital Improvements Program that was approved via Resolution No. R-2015-295.

 

Funding for the water main portion of the project is available in account number 42.4000.76663.536.253121.

 

It is necessary to amend the approved FY2016 Capital Improvements Program and allocate additional funding in the amount $31,623.00 for the design of the reuse line as set forth in Exhibit A, attached.

 

Funding for the reuse portion of the project will be available in account number 42.4000.90715.536.023121, based on the transfer in Exhibit A.

 

The tasks included in the proposal will be implemented in phases and the services will be completed in approximately twenty (20) months.
