Explanation:
Qualified Energy Conservation Bonds (QECB) were first authorized by Congress in October 2008. QECBs may be issued by state, local and tribal governments to finance qualified energy conservation projects, which can include energy efficiency capital expenditures in public buildings, green communities, renewable energy production, various research and development, efficiency/energy reduction measures for mass transit, and energy efficiency education campaigns. The City of Hollywood has been allocated $1,479,113.21 in QECBs. City staff wishes to explore a partnership with Broward County to develop a program in which the QECBs can be used. In order to allocate the QECBs, the City must notify the State of its intent by submitting a Notice of Intent form by October 31, 2015.
