Explanation:

With the increasing popularity of Hollywood, the number and frequency of visitors using short term vacation rentals have escalated. When these short term rentals occur in single family neighborhoods, there can be negative impact to the residential quality of the community. These impacts include an increase in litter, traffic, illegal parking, loud noise, and other public safety concerns.

 

Although some residents request the prohibition of short term rentals, legislation passed in 2011 and amended in 2014, pre-empts the City from regulating the duration or frequency of vacation rentals and from prohibiting them.

 

The City desires to encourage short-term vacation rentals that are safe, fit in with the character of the neighborhood, provide positive impacts on the community, increase property values, and achieve greater neighborhood compatibility. The City seeks to balance respect for private property rights and incompatibility concerns between the investors/short-term vacation rentals and families/permanent single-family residences in established residential neighborhoods through the use of reasonable development and regulation standards.
