Staff Recommends: Approval of Attached Resolution.

Explanation:

In 2014, City staff determined that the numerous problems associated with Fire Station No. 45 indicated that the building was at the end of its useful life and a replacement building was warranted.

Because the City has multiple buildings and other facilities which it needs to maintain on a regular basis, and the expertise of a professional architectural firm is sometimes required, the Department of Public Works solicited a Request for Qualifications (RFQ) to create a pool of architectural design firms.  On February 18, 2015, through Resolution R-2015-042, the City Commission authorized the negotiation and execution of contracts with the three highest ranked firms, one of which was Saltz Michelson Architects, Inc.

City staff prepared a building program for spaces in the new building and then met with Saltz Michelson Architects to review the requirements for the replacement fire station.  The new building will be approximately 6,300 square feet and be LEED Certified for sustainability. The architects then prepared their proposal and submitted it to City staff for review.  The firm’s Project Architect worked with the consulting engineers on their team on all of the recently completed fire stations in Fort Lauderdale and that experience was what led City staff to solicit a proposal from Saltz Michelson Architects.

A copy of the architect’s proposal is attached and the total estimated design costs for the project is $246,784.00.  The architect will be authorized to complete the work in phases, at each stage of the project, through a series of ATPs (Authorization to Proceed). City staff recommends approval to expend design fees for the project in an amount not to exceed $246,784.00.  ATP No. 1 for design fees for the replacement of Fire Station No. 45 is in the amount of $39,280.00.  This is for the “Schematic Design Phase” and the “Site Plan Design”.

Funding will be made available for the costs of the architectural and engineering services to be provided by Saltz Michelson Architects in an amount not to exceed $246,784.00 through the transfer of funds as detailed in Exhibit 1 and the funding currently in account number 34.2100.14378.522.003121 subject to the approval by the City Commission of the proposed Amendment to the General Fund Capital Outlay Fund (Fund 34).
