Explanation:

The 2007/2008 Wastewater System Master Plan identified the need to replace/upgrade Return Activated Sludge (RAS) pump stations; and

 

The existing Return Activated Sludge (RAS) Pump Station No. 2 was constructed in 1973 and is critical to the proper biological process at the Southern Regional Wastewater Treatment Plant.

 

Severe cracking of the walls and revisions to the operating levels within the neighboring clarifier trough in order to meet new regulatory requirements has provided a pathway for multiple leaks to penetrate the interior of the pump station.

 

The electrical and mechanical equipment has reached the end of its useful life.

 

On April 16, 2014, via Resolution R-2014-090, the City Commission approved the issuance of an Authorization to Proceed to Hazen and Sawyer, P.C. for the design, permitting, and bidding services for the Return Activated Sludge (RAS) Pump Station No. 2 Replacement at the Southern Regional Wastewater Treatment Plant.

On April 8, 2015, Department of Public Utilities staff advertised for construction services, and on May 12, 2015, three (3) bid proposals were received and publicly opened at the Southern Regional Wastewater Treatment Plant with the following results:

After thoroughly evaluating the bid proposals for compliance with the contract documents, Hazen and Sawyer, P.C. staff determined that the lowest bidder, TLC Diversified, Inc., is the lowest responsive and responsible bidder.

 

A Notice of Intent to Award related to the project was posted in the City of Hollywood website, in DemandStar on June 17, 2015 and resulted in no bid protests.

 

The Department of Public Utilities requested a proposal from Hazen and Sawyer, P.C. to provide construction administration services during the construction phase of the RAS Pump Station No. 2 Replacement project.

 

Hazen and Sawyer, P.C. submitted a comprehensive proposal for construction administration services during the construction phase of the RAS Pump Station Replacement Project in an amount not to exceed $136,730.00.

 

Hazen and Sawyer, P.C. and the City of Hollywood have a Professional Services Agreement for General Engineering Consulting Services for wastewater projects, and this agreement was approved by the City Commission via Resolution No. R-2003-003 on January 8, 2003; amended by the City Commission via Resolution No. R-2012-152 on June 6, 2012; renewed by the City Commission via Resolution No. R-2013-110 on May 1, 2013; renewed by the City Commission via Resolution R-2015-068 on April 01, 2015;  and this agreement has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

The Administration recommends that the City Commission authorize the appropriate City Officials to execute the attached contract between TLC Diversified, Inc., and the City of Hollywood in the amount of $1,537,000.00 for the construction of the RAS Pump Station No. 2 Replacement at the Southern Regional Wastewater Treatment Plant, and to execute the attached Authorization to Proceed for Work Order No. H&S 15-02 between Hazen and Sawyer, P.C. and the City of Hollywood for construction administration services, in an amount not to exceed of $136,730.00.

 

A portion of the funding in the amount of $136,730.00 for the Return Activated Sludge (RAS) Pump Station No. 2 Replacement project at the Southern Regional Wastewater Treatment Plant is available in account number 42.4000.85897.536.003121 and has been provided via Resolution No. R-2014-301 which continued the appropriation for previously approved Capital Projects from FY 2014 to FY 2015.

 

It is necessary to amend the approved FY 2015 Capital Improvement Program and allocate funding in the amount of $1,537,000.00 as set forth in the attached Exhibit A.

 

It is estimated that the time period to complete this work is 530 days from the Notice to Proceed date.
