Title

A Resolution Of The City Commission Of The City Of Hollywood, Florida, Adopting A One Year Action Plan And Projected Use Of Funds For Federal Program Year 2015/2016.

Body

Staff Recommends Approval of the Attached Resolution.

Explanation:

The City Commission is requested to hold a public hearing on the One Year Action Plan and projected use of funds for federal year 2015/2016 Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) programs.

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

A notice to the public containing pertinent points of the One-Year Action Plan for Fiscal Year 2015/2016, and advising of the availability of a summary draft for public inspection of the One Year Action Plan, was published in The Miami Herald Broward Main in June, 2015.  This Draft Executive Summary and the attached One Year Action Plan for Fiscal Year 2015/2016 is made available at the Department of Community and Economic Development to allow the public the opportunity to review the preliminary recommendations of the CDAB and comment. It is important to note that the activities listed in the attached One Year Action Plan for Fiscal Year 2015/2016 reflect the preliminary recommendations of the CDAB.

Unlike previous years the 2015/2016 Action Plan is submitted on a on-line platform via the Integrated Disbursement System (IDIS). The attachments to the resolution are downloads from that system.

After the public hearing the City Commission may adopt the CDAB recommendations or modify the One-Year Action Plan any way desired within the limits of the HUD regulations.
