Explanation:
On March 12, 2019, the City held a Special Election wherein a majority of voters approved funding in the amount of $14,091,065.00, through a General Obligation Bond (GO Bond), for the Tidal Flooding Mitigation and Shoreline Protection Project ("Project"). The Project's purpose was to provide tidal barriers to the City-owned properties most vulnerable to tidal flooding, around the two man-made inlets known as North Lake and South Lake.

The Project was divided into 22 smaller projects, matching the parcel map, and classified by phases. Eight locations were classified as Phase 1 projects and were slated for completion under the GO Bond project scope.

The City secured a design consultant for the project, approved under R-2020-275. The contract stipulated that the design for Phase 1 projects be developed from survey, planning, permitting, final design and construction engineering services. Fourteen projects were classified as either Phase 2 or Phase 3 projects. The scope of services included only the development of conceptual design for Phases 2 and 3. These conceptual drawings were utilized to apply for grant funding.

The Department of Design and Construction Management ("DCM"), on behalf of the City, submitted a grant application to the State of Florida Department of Environmental Protection ("FDEP") for funding through its Resilient Florida ...
