Explanation:
The Hollywood Beach Community Redevelopment Agency ("CRA") Plan identified the need to redevelop the A1A corridor by improving circulation for pedestrians, bicyclists, and motorists and by undergrounding the overhead utilities lines along State Road A1A.

On September 4, 2023, the City passed and adopted Resolution No. R-2013-251, expressing a commitment to Complete Streets policies and practices that help to encourage the design, planning and construction of safer, healthier streets and ultimately increase physical activity and the health of neighborhoods.

On February 6, 2019, the CRA passed and adopted Resolution No. R-BCRA-2019-09, authorizing the appropriate CRA officials to negotiate and execute a contract with Kimley-Horn and Associates, Inc. ("KMH") which was the highest ranked firm of the three firms that were selected to provide engineering services for the CRA Phase IV Streetscape project.

The CRA desires to include the upgrade of five signals in the A1A corridor as part of Phase IV Streetscape. The CRA requested a proposal for the consulting fees for the complete scope of professional services required to issue the construction documents for the signals conversion attached as "Exhibit A".

KMH provided a proposal to upgrade five pedestrian and traffic signals located at: just north of State Road 858, near Sea Air Towers, near The Residence on Hollywood Beach, signal at Iris Terrace, and signal at Crocus Terrace, which staff has determined to be fair and reasonable and...
