William D. Horvitz was born in Elyria, Ohio in 1926, graduated from the Wharton School of the University of Pennsylvania in 1953, and then moved to Broward County to lead his family's land-development business. He lived in Hollywood from 1953 to 1989.
William D. Horvitz turned the once-struggling Hollywood Inc. into the largest development company in Hollywood. He served as a leading real estate developer through Hollywood, Inc. in the 1950's, overseeing the creation of prominent residential neighborhoods such as Hollywood Hills and Emerald Hills. The concept for Emerald Hills was to establish an elegant residential community that would look totally different than any other in the area.
Through the sale of Hollywood Inc. in 1988 and subsequent founding of an investment and brokerage enterprise, Mr. Horvitz contributed significantly to the economic transformation of Broward County. Mr. Horvitz devoted himself to philanthropic efforts in South Florida, supporting charities such as the Jewish Federation of Broward County, the Boys & Girls Club of Broward County and the Hollywood Art and Culture Center, helping raise millions of dollars for youth, arts and community services.
On October 22, 2025, Mayor Levy proposed co-naming North 46th Avenue from Sheridan Street to Stirling Road as "William D. Horvitz Avenue". The request received Commission support for the co-naming.
The boundaries of Emerald Hills are Sheridan Street, Stirling Road, Park Road, and N 56th Avenue; North 46th Avenue runs through the middle of Emerald Hills.
