Explanation:
The Department of Public Utilities (DPU) owns, operates, and maintains over 85 sanitary sewer lift stations and 10 stormwater pump stations.
DPU was awarded federal grant funding from the Federal Emergency Management Agency (FEMA) through the Hazard Mitigation Grant Program (HMGP) to install generators at Sanitary Sewer Lift Stations No. E-01, E-03, E-06, W-14, W-15 and Stormwater Pump Station SW-08.
On November 2, 2022, via Resolution R-2022-338, the City Commission authorized the execution of a contract with Zabatt Engine Services, Inc. (Zabatt) in the amount of $2,692,731.60 for the installation of the aforementioned generators with a contract term of 365 calendar days.
On February 13, 2023, DPU staff issued the Notice to Proceed with a substantial completion within 365 days. The project was delayed by subsequent construction material supply interruptions. Cummins, Inc., the generator supplier, could not confirm the delivery until May 15, 2024.
On November 28, 2023, DPU staff requested an extension from the Florida Division of Emergency Management (FDEM). On April 26, 2024, the contractor submitted a Change Order proposal to extend the contract for 381 days, without a change in contract price, and based on the Cummins, Inc. delivery date.
