Explanation:
In conjunction with approval of the annual Capital Improvement Plan and the 2019 General Obligation Bond vote, the City Commission and voters approved and may approve funding for varied repair, maintenance and Small Capital Projects. These Capital Improvement Projects may need the services of Architects and Engineering consultants to prepare plans and specifications, obtain permits and assist in providing professional services during construction.

The acquisition of professional Architecture, Landscape Architecture, Engineering and Surveying Services by a state agency, a municipality, a political subdivision, a school board or district are governed by Florida Statute 287.055, known as the Consultants' Competitive Negotiation Act (CCNA). CCNA provides for public and competitive qualification based selection. Section 2g allows for continuing services contracts, entered into under the requirements of this act and for a limited term, for projects with an estimated construction cost of less than $2,000,000.00. These consulting services would be on an "as needed - when needed" basis, the initial term of the continuing contract will be for three (3) years with the option to renew the contract for two (2) subsequent one-year terms based on satisfactory performance and mutual agreement.
