Explanation:
Affordable and workforce housing remains a critical priority for the City of Hollywood to ensure that low- and moderate-income (LMI), as well as moderate-income working households, are able to remain and thrive within the community. The five subject properties are located in LMI-eligible areas, allowing the City to leverage additional housing resources, including down payment and purchase assistance subsidies, to maximize long-term affordability and housing access.

The redevelopment of these vacant City-owned parcels represents an opportunity to eliminate underutilized land while introducing new housing stock that supports neighborhood stability, enhances community character, and expands housing choice. The proposed development will provide a mix of housing opportunities, including:

* First-time homeownership opportunities
* Workforce housing for moderate-income households
* Rental housing on multi-unit sites

Procurement Process:
The City issued RFP-306-25-SA on June 11, 2025, seeking proposals for the sale and redevelopment of City-owned properties for affordable housing purposes.

Three proposals were received:
1. Alexander Goshen (Sites A, B, D, and E) - deemed non-responsive
2. BHP Community Land Trust (Sites A, B, C, D, and E)
3. Les, Inc. (Site A only)
