Explanation:
The purpose of the FY2024 media plan is to disseminate slum clearance and community redevelopment information as allowed by Florida State Statute 163.370 (2) (b). All advertisements and marketing efforts associated with the media plan will clearly delineate information about redevelopment, grant opportunities, investment opportunities, capital improvements, activities that promote redevelopment, and other similar and related information to conform with the State Statute.
The FY2024 media plan was developed utilizing a multi-media approach involving social media, online, out-of-home, radio, print, and other available platforms. In addition, recognizing that new media products may be introduced or deemed appropriate to use, the media plan includes a contingency that may be utilized, and affords the CRA (often in partnership with CMED) to be competitive in the marketplace.
The CRA is required to adhere to the City's Purchasing Ordinance, and the proposed plan envisions utilizing various media sources. The Plan includes specific media products and publications that are unique in the industry and cannot be substituted. With that, Section 38.41(C)(11)(c) of the City's Procurement Ordinance provides that the CRA may waive competitive bidding and competitive proposal requirements for the purchase of advertising in the newspaper, periodicals, television, radio, billboards or other advertising media.
