Explanation:
The Department of Public Utilities ("Department") owns and maintains the City's complex stormwater system. This system includes catch basins, drainage pipes, exfiltration trenches, outfalls, swales, retention ponds, and stormwater pump stations that help manage rainwater and prevent flooding. To keep everything running smoothly, the Department plans to hire consulting engineers to assist with daily operations and to design small projects as needed.

These consultants will help with tasks, such as:
* Developing a comprehensive plan for how the City manages its stormwater program, including its organization, funding, communication, and monitoring.
* Providing on-call support to investigate field conditions, collect data, update stormwater models, and review technical designs.
* Assisting in developing budgets, cost estimates, and schedules for stormwater capital improvement projects.
* Designing, reviewing, and managing stormwater capital improvement projects.
* Overseeing and inspecting construction work to ensure compliance with requirements.
* Ensuring the City adheres to all federal, state, and local stormwater and environmental regulations, including NPDES permit requirements, FEMA standards, and resilience policies.
* Providing financial analysis and support with grant funding opportunities.
* Preparing technical letters, reports, and presentation materials.
