Explanation:
The 14th Avenue corridor area between US 1 and 14th Avenue from Sheridan to Arthur Street is highly susceptible to flooding. Frequent flooding in this area is primarily due to the elevation slope, which causes stormwater to sheet flow from US 1 south to N. 14th Avenue. These flows are designed to then discharge through 10 outfall pipes to the existing drainage canal system surrounding Eco Golf Course, eventually entering West Lake and the Intracoastal Waterway. The Eco Golf Course canal system was installed in 1970s and there is no record of cleaning maintenance since it was placed in service. Over time, vegetative growth into and adjacent to this system has reduced the canal cross-section area, causing hydraulic bottlenecks, and reductions in flows through these canals. The reduced efficacy of the drainage canal system has greatly contributed to flooding in this neighborhood.
The Department of Public Utilities (Department) is currently implementing a phased canal maintenance program around Eco Golf Course. The Department requests the opportunity to report on the progress of the program, and options for conversion of the Eco Golf Course at an upcoming Commission Meeting.
