Explanation:
The Community Development Division is seeking Commission approval to implement the City's HUD-approved Tenant-Based Rental Assistance ("TBRA") Program using a total of $1,062,910.34 in HOME Investment Partnerships Program funding. This amount includes $124,526.75 in unexpended prior-year funds and $938,383.59 from the FY 2025 HUD Annual Action Plan.

HUD has specifically stated in guidance that "TBRA can be an effective strategy to address the housing affordability needs of low-income households, particularly in tight housing markets, or to provide immediate housing assistance while other affordable housing options are being developed". The TBRA Program provides rental subsidies to eligible low- and moderate-income households to assist with housing costs such as rent and security deposits. The program is a critical tool in the City's strategy to reduce homelessness and housing instability.

To ensure the program is administered efficiently and in compliance with HUD regulations, staff recommends engaging qualified nonprofit partners (subrecipients), including H.O.M.E.S., Inc. and Hope South Florida, with demonstrated experience managing federal rental assistance programs. Additional qualified agencies may also be considered.
