Explanation: The multi-year, two-phase program to move the City from its legacy Building Code Lien Application (BCLA) system to Accela is now complete. This modern, cloud-based platform integrates newer plan review software and improves every step of the development review and building permitting processes including remote data access, reporting, and other core functions.
With the full implementation of Accela, City staff, customers, and the public now have convenient mobile access to all phases of the development review process, including site plan applications, Certificates of Use, contractor registration, permitting, inspections, violations, the Building Safety Program, and payments. The GIS-based platform includes an intuitive online portal for document uploads and real-time updates. Through the Accela repository, the City will have access to complete permit histories for properties, including legacy BCLA permit and violation records, while reducing reliance on manual database management.
Led by the Department of Development Services with direct involvement from Parking and Code Compliance, the Fire Prevention Bureau, Public Utilities, Financial Services and Information Technology, on August 4, 2026, Phase 2 of the Accela permitting software went live. This successful implementation represents countless hours of work and a dedicated commitment from all staff involved to introduce enhanced tools and features to streamline permitting processes, improve accessibility, and provide a more efficient and user-friendly experience for customers.
