Explanation:
The Department of Public Utilities ("DPU") produces plant catalyst sand and lime sludge at the Water Treatment Plant as part of normal permitted plant operations. Both these expected by-products of the lime softening treatment process require specialized disposal. The DPU previously had a contract with Govea Trucking, Inc. for this purpose, which the agreement expired on July 6, 2024.
On April 11, 2024, Bid Number IFB-196-24-JJ was electronically advertised on OpenGov.com to solicit the desired services per Section 38.43(A) of the Procurement Code. By the end of Bid Number IFB-196-24-JJ's closing day on May 8, 2024, at 3:00 p.m., Prolime Corporation ("Prolime") was the only responsive bidder with an estimated bid value of $594,850.00. Prolime is currently providing these services to the City based on the response for Bid Number IFB-196-24-JJ and is doing so responsively and satisfactorily.
The DPU Director and the Director of Procurement and Contract Compliance recommend that the City Commission execute the attached Blanket Purchase Agreement ("BPA") for Catalyst & Lime Sludge Hauling Services with Prolime in an estimated annual amount of $600,000.00. The term of this BPA shall be for an initial two-year period from August 28, 2024 to August 27, 2026, and may be renewed for two additional two-year renewal periods.
Fiscal Impact:
