Explanation:
Hollywood has been increasingly experiencing severe weather events attributable to climate change, making the City more vulnerable to sea level rise, storm surge, and more frequent severe storm events. These events have resulted in property damage and numerous other disruptions.
The Department of Public Utilities ("DPU") is proactively taking measures to mitigate the impacts of storm events by inspecting and rehabilitating all tidal valves, installing new tidal valves, performing condition assessments of all stormwater pump stations, and implementing numerous localized stormwater solutions.
DPU is collaborating with an A1A Working Group, including representatives from Broward County, the Community Redevelopment Agency, and the Florida Department of Transportation, to address flooding on A1A. DPU recently engaged a consultant to update the Stormwater Master Plan ("SWMP"), and a public workshop on the proposed SWMP was conducted.
The current rate of $10.62 per equivalent resident unit ("ERU") generates approximately $2 - $3 million in capital funds, which does not meet the City's current or anticipated future needs. Staff is seeking an updated rate of $22.00 per ERU for FY 2026 as shown in Exhibit "A".
The rate change will be effective as bills for the FY 2026 are distributed. Should the Commission approve the updated SWMP, future rates may need additional adjustments based on the plan's findings and predicted stormwater mitigation needs.
Fiscal Impact:
A rate increase in the Stormwater Fee from $10.62 per ERU to a total rate of $22.00 per ERU per year will generate annual revenue of approximately $21,000,000 in FY 2026.
