Explanation:

The Police Department conducts training exercises in a variety of settings.  Members of the SWAT team or other police department units often encounter a vacant structure or vacant land that would prove invaluable for training.  The structure or land is often privately owned, but the owner is willing to allow the Police Department to use the property for training. The property owners do not charge or assess a fee for use of the property; however, the owners generally request an indemnification or “hold harmless” agreement. These agreements must be signed quickly, if at all, because the owner is often in the process of selling or renovating the property. Therefore, the Police Department has a very limited time window to execute the agreement and conduct the training. This resolution, if approved, will enhance the Police Department’s ability to partner with private property owners and conduct law enforcement training.
