Explanation:
The City has historically disposed of treated effluent from its Southern Regional Wastewater Treatment Plant ("SRWWTP") using a combination of reuse water, deep injection wells, and an outfall to the Atlantic Ocean. Section 403.086(10), Florida Statutes, sets forth the Legislature's findings relating to the discharge of domestic wastewater through ocean outfalls and established scheduled milestones whereby the City must eliminate the discharge of secondary effluent to the ocean, with limited exceptions that allow the discharge of peak wet weather flows, by December 31, 2025.

On March 3, 2022, via Resolution No. R-2022-069, the City Commission authorized the execution of a contract with Cardinal Contractors, Inc. ("Cardinal") for construction services related to the Pump Station for Deep Injection Wells No. 3 and No. 4 at the SRWWTP in an amount up to $112,299,970.00.

The pump station needs to be fed by high-voltage power provided by Florida Power & Light ("FP&L"). In March of 2024, FP&L requested that the City install a duct bank crossing Eco Golf from the intersection of Harding Street and N 14th Avenue to the pump station.

On July 11, 2024, Invitation for Bid No. IFB-219-24-JJ was electronically advertised on OpenGov.com to solicit the desired construction services in accordance with Section 38.43(A) of the Procurement Code.
