Explanation:
The Department of Public Utilities ("Department") intends to submit a loan application for the Florida Department of Environmental Protection State Revolving Fund (SRF) for the 4-Log Virus Treatment of Groundwater project ("Project"). Florida Administrative Code requires formal authorization by City Commission to formally adopt a facility plan outlining the necessary 4-Log facility improvements to comply with State of Florida funding requirements.
Formal adoption of the proposed Facility Plan is required for the City of Hollywood to participate in the State Revolving Fund (SRF) Loan Program. The City Commission of City of Hollywood, Florida agrees with the findings and summary of the necessary improvements as outlined in the Facility Plan for the purpose of 4-Log facility improvements.
According to the Ground Water Rule promulgated by the Environmental Protection Agency, public water systems are not subject to a boil water order requirement in the event a fecal indicator is detected in the source water if that treatment system has been demonstrated to reliably achieve 4-Log (99.99%) inactivation or removal of viruses. Department of Public Utilities ("Department") staff have determined that the City should pursue 4-Log Virus Treatment certification for the WTP to improve the quality and reliability of the City's water system.
The Florida Department of Environmental Protection issued Loan Number #DW0604H for $12,050,000.00 with a principal forgiveness of $2,360,000.00 for the project.
