Explanation:
Over the last year the Green Team Advisory Committee members have discussed the need to revise the Green Building Ordinance to address unanticipated consequences associated with large developments. Committee members held several meetings to discuss possible changes with City staff. A proposed draft ordinance is attached. Proposed changes include:
1. Mandating certification of buildings over 20,000 square feet rather than for a large project with multiple buildings.
2. Allowing for a variance to be provided by the Planning & Development Board rather than City Commission, if the applicant agrees to maximize the number of green building practices.
3. When filing an application for building permit, the applicant must provide proof of filing an application to a city-approved green building certifying agency as well as the securing of a bond by the applicant equal to 3% of construction costs.
4. If the green certification is achieved, the bond will be released. If the certification is not achieved, the bond is forfeited to the City's Tree Fund.
