Explanation:
The Department of Public Utilities operates and maintains the City's wastewater collection system, which includes sewer pipes, manholes, and pump stations throughout the City.

Over time, rainwater and groundwater can enter the sewer system through cracks in pipes, damaged manholes, or other openings. This issue is known as inflow and infiltration ("I&I"). Excess water entering the system can increase treatment costs, reduce system efficiency, and increase the risk of sewer overflows during heavy rain events.

The Florida Department of Environmental Protection (FDEP) issued Consent Order OGC Case No. 21-0392 requiring the City to evaluate and improve the performance of its wastewater collection system. To address the Consent Order and better identify areas where stormwater may be entering the system, the Department requires specialized services to perform excavated point repairs and manhole rehabilitation services.

Excavated point repairs are used to fix a specific, localized failure in a sewer line, typically a 3- to 12-foot section, rather than replacing the entire pipe run. Manhole rehabilitation is the process of restoring a manhole's structural integrity and watertightness without full excavation.
