Explanation:
The Community Redevelopment Agency ("CRA") identified the need to replace 15 damaged concrete light poles and four light fixtures within the beach area. It is necessary to replace the damaged poles as soon as possible for reasons of public safety.

On December 14, 2016, pursuant to Resolution No. R-CRA-2016-54, the CRA was authorized to hire Burkhardt Construction, Inc. ("BC") through a competitive solicitation process under the Consultants' Competitive Negotiation Act as a Construction Manager at Risk ("CMAR") contractor. On March 1, 2023, pursuant to Resolution No. R-CRA-2023-12, the CRA was authorized to continue to utilize BC to provide CMAR services. BC has installed, replaced and repaired over 300 concrete poles in the beach area since 2004.

The Executive Director of the CRA has determined that it is in the CRA's best interest to award a Purchase Order to BC for replacement of damaged poles based on the fact that BC is the contractor most familiar with the existing conditions, most experience in this type of work, and can perform the work at the least cost, since BC has done similar work many times. The total cost for the project is $230,165.14 and the Executive Director recommends issuance of a Purchase Order to BC for this purpose.


Fiscal Impact:
Funding an amount up to $230,165.14 will be transferred from account number 163.638504.55200.599990.000000.000.000 (Contingencies) to account number 163.639901.55200.552240.000015.000.000 (Small Capital Improvement Projects) for this purpose.
