Explanation:
In March 2011 the City passed and adopted Chapter 108, entitled "Lighting Requirements for Marine Turtle Protection" into its Code of Ordinances. The intent is that during Marine Turtle Nesting Season no artificial light shall illuminate any area of the beach during night hours. Any light that can be seen by direct line-of-sight from the beach has to be brought into compliance with the Ordinance's requirements. The City has street lights on its east/west streets adjacent to the beach which will need to come into compliance.

The City has multiple buildings and facilities which it needs to maintain on a regular basis. The expertise of professional mechanical, electrical and plumbing engineers is sometimes required. The Department of Public Works solicited a Request for Qualifications (RFQ) to create a pool of engineers to work with. On July 16, 2014, through Resolution R-2014-224, the City Commission authorized the negotiation and execution of contracts with the three highest ranked firms, one of which was DeRose Design Consultants.

City staff met with DeRose Design Consultants and asked them to provide electrical design services related to the City having its light fixtures come into compliance with Chapter 108 of the City's Code of Ordinances. This would cover all beach areas of the City both ...
