Staff Recommends: Approval of the attached Ordinance.
Explanation:
The City desires to place or install one or more traffic infraction detectors to reduce the number of occurrences of red-light traffic control signals violations and benefit public safety.
In July 2010, Chapter 77 of the Hollywood Code of Ordinances was adopted and authorized the City's red-light infraction enforcement program pursuant to state law. The current Ordinance authorizes the City to use traffic infraction detectors to enforce violations when a driver fails to stop at a traffic signal. However, the City currently has no such detectors in place or in use.
The current Florida Statute section 316.0083 was amended in 2024 and now requires a municipality to enact an ordinance authorizing the locations for placement or installation and authorizing a contract with a vendor. To meet current requirements, the proposed ordinance would align Hollywood’s Code of Ordinances with Florida Statutes, Section 316.0083, as amended in 2024.
A 5-year crash analysis by the Police Department identified the top 20 intersections where enforcement would have the greatest safety impact
Fiscal Impact:
The proposed ordinance and implementation of the red-light camera program will have associated costs and revenues but overall, the program is anticipated to be cost-neutral. If this ordinance is approved and this program is implemented during FY 2027, a budget amendment may be necessary.
