Explanation:

On May 3, 2023, the City Commission approved a contract (PA600684) with Ranch Cryogenics, Inc. for on-site cryogenic oxygen facility services. The agreement allowed up to $160,300.00 per year for three years to cover routine maintenance and support.  The Public Utilities Department now needs to increase that amount to $600,000.00 because the cryogenic plant requires and is due for a major five-year maintenance overhaul. This is not a standard annual preventive maintenance service, it’s a comprehensive turnaround that includes several critical tasks to ensure the plant continues operating safely and efficiently. These tasks include:

Removing insulation from the cold box to replace a check valve and inspect columns for leaks.

Replacing the internal expander and switch valves to maintain reliability and optimal performance.

Performing detailed inspections and upgrades that go beyond normal maintenance.

Fiscal Impact:

Funding for this change order is available in the FY 2026 Operating Budget in account numbers 442.400602.53600.552240.000000.000.000 and 442.400601.53600.552240.000000.000.000.
