Explanation:
The Department of Public Utilities ("Department") is responsible for planning, regulating, operating, and maintaining a wastewater collection and treatment system, including the 55.5 million-gallon per day ("MGD") Southern Regional Wastewater Treatment Plant ("SRWWTP"). Wastewater generated within the regional system, which is comprised of portions of unincorporated Broward County and the municipalities of Dania Beach, Hallandale Beach, Miramar, Pembroke Park, Pembroke Pines, and Hollywood, is treated and disposed of by the SRWWTP system at 1621 North 14th Avenue.

The SRWWTP bar screens are an essential first step in the treatment process, removing large objects and detritus from the wastewater stream to protect the downstream treatment works and accompanying equipment. Recent storm events have carried excessive debris to the SRWWTP, clogging and severely damaging the existing screens, threatening the collection system with an overflow of sewage, and resulting in discharge permit exceedances.

The installation of an emergency bypass bar screen will protect downstream equipment while reducing the risk of a sewage overflow, thereby protecting public health.
