Explanation:
The Department of Parks, Recreation and Cultural Arts ("PRCA") requires a Concert Agreement ("Agreement") for a Qualified Concert/Special Event Producer to coordinate Jazz Festival Concerts on November 20, 2026, and November 21, 2026, to be held in the ArtsPark at Young Circle. The goal is to use this event to determine the demand for reestablishing an annual Jazz Festival.

For more than 15 years, the Rhythm Foundation, Inc. ("Rhythm Foundation") has produced live events at ArtsPark and is the foremost presenter of world music and cultural events in South Florida, with a three-decade history of presenting over 500 outstanding international artists throughout the region.

The Director of PRCA and Director of Procurement and Performance Management recommend that the City Commission approve and authorize the execution of an Agreement with the Rhythm Foundation to provide services in an amount up to $250,000.00.

Fiscal Impact:
Funding for this agreement is available in the FY 2026 Operating Budget in account number 001.300601.57200.549110.000000.000.000.

The Agreement is subject to the PRCA receiving all insurance documentation required and approved by the City's Risk Manager, along with signed statements of Hold Harmless and Indemnity in favor of the City.
