SECOND READING:
This item was considered on first reading by the City Commission on September 17, 2025, following a quasi-judicial public hearing. The ordinance amends the approved Master Plan to include the site plan for the property at 1101 Hillcrest Drive. After receiving competent, substantial evidence, hearing testimony from the applicant and the public, and deliberating on the record, the City Commission voted unanimously in favor of approval. During the hearing, the Commission expressed interest in exploring the potential for veterans housing within the project, not as a formal condition of approval but as a request to which the applicant committed to giving further consideration. The site plan and design associated with this amendment while making up part of the Master Plan, will be reviewed by the City Commission as companion item on this agenda.

The Applicant is proposing a project with 110 multi-family affordable housing units and +/- 744 square feet of office ("Project") on the property located at 1101 Hillcrest Drive containing 2.45 net acres (2.97 gross acres) and comprised of folio numbers 514219270034, 514219171541, and 514219171651 ("Property"). The Property is within the boundary of the Hillcrest PUD, which was established by Ordinance O-76-025, and has been amended several times. The City's zoning for this site is PUD-R. The land use designation is Irregular Residential (11.5 units/acre) and is within an Irregular Dashed-Line Land Use Area covering approximately 260.5 acres.
