Explanation:
The Department of Public Utilities ("Department") desires to purchase a Kalmar Ottawa T2 Yard Spotter Truck ("yard spotter") for the Bio Solids Stabilization Facility. The truck will be used to move and position full and empty sludge trailers at the Southern Regional Wastewater Treatment Plant ("SRWWTP").

On November 20, 2024, Invitation For Bid IFB-256-25-JJ was electronically advertised on OpenGov.com and resulted in one proposal from Autocar Truck, which was awarded on January 7, 2025.

The yard spotter is responsible for relocating empty trailers into the loading area, where each trailer is filled with about 180 yards of lime-stabilized sludge. Once a trailer is filled, the yard spotter moves it out of the loading area to a parking space, where a contracted hauler will later pick it up for offsite transport to the approved disposal site. The yard spotter then brings in another empty trailer, and this process repeats. The yard spotter plays a crucial role in the sludge treatment and disposal process, as well as in ensuring SRWWTP permit compliance.

The City has been renting a yard spotter for use at this facility at an annual cost of $39,729.56, providing a Return on Investment of approximately three years. Equipment of this type has a typical life expectancy greater than 15 years, providing a projected savings of more than $450,000.00 by purchasing instead of renting.

The yard spotter to be purchased is made by the same manufacturer as two other trucks currently in the City's fleet. By maintaining the standardization of these vehicles, the City will increase ...
