Explanation:
The Public Utilities Department ("Department") owns and maintains a complex stormwater system. This system contains thousands of catch basins, miles of drainage pipes and exfiltration trenches, outfalls, swales, retaining ponds, and portable and permanent stormwater pump stations. The Department plans, improves, maintains, operates, and repairs this system to protect public health and safety.

A Stormwater Master Plan ("SWMP") is needed to provide residents with the best possible flood protection, comply with numerous regulatory requirements, address sea level rise and storm surge concerns, accommodate growth and economic development, and protect public health, safety, and the environment. The Department has developed an updated SWMP to fulfill these responsibilities as effectively and efficiently as possible.

The SWMP will allow the City to develop and implement a Citywide Comprehensive Capital Improvement Plan to identify areas most in need of stormwater flood drainage mitigation and water quality improvement. The SWMP incorporates compliance with the City's Resiliency and Vulnerability Strategies and Initiatives, in addition to complying with Florida Statute 380.093 and the National Flood Insurance Program Community Rating System requirements. Implementation of the SWMP provides additional credits under this program, which translates into flood insurance premium discounts.

This agenda item seeks the City Commission's approval to adopt the updated SWMP.


Fiscal Impact:
