Explanation:
The Lakes Neighborhood is prone to flooding from stormwater runoff. Climate change issues, including increased precipitation, higher high tides, and greater storm surges, are anticipated to further exacerbate flooding in this area. Increased flooding will add to existing roadway impacts, including accessibility impairment issues on U.S. Federal Highway 1 ("US-1"), an emergency evacuation route.
The Storm Water Master Study recommends the design, construction, and implementation of exfiltration pipes west of 16th Avenue, which is upstream of the Lakes, to reduce stormwater runoff. Runoff reduction will help alleviate flooding in the area, protect the US-1 evacuation route, and improve local water quality. The Lakes Neighborhood Exfiltration Project - Phase 1 consists of the installation of approximately 4,500 linear feet of exfiltration pipes in the streets east of Federal Highway and west of N. 16th Court between Roosevelt and Johnson Streets. This is planned to be the initial phase of drainage improvements in the Lakes.
The Department of Public Utilities ("Department") submitted a grant application to the State of Florida Department of Environmental Protection ("FDEP") Resiliency Grant Program on behalf of the City for funding of the Lakes Neighborhood Exfiltration - Phase 1 Project.
