Explanation:
The City is responsible for planning, regulating, designing, constructing, operating and maintaining the Southern Regional Wastewater Treatment Plant and the wastewater collection system including 85 sewer lift stations and 283 miles of waste water pipe.

The Department of Public Utilities ("Department") has historically performed inflow and infiltration ("I&I") repairs in response to failure of wastewater collection system components or based on closed-circuit television inspections in selected sewer basins. The Department desires to initiate a systematic, 5 year-long, Citywide I&I assessment program that identifies and prioritizes areas for the implementation of I&I reduction measures. This program will be split into two phases. Phase 1 will identify and categorize Inflow and Infiltration in the sewer collection system. Phase 2 will initiate I&I source investigation and establish standard repair and rehabilitation practices. Training will also be provided under this agreement so that City Staff can manage the I&I Program independently in the future.

The Department desires to retain professional services from an engineering consulting firm to assist in the implementation of this I&I program. The Department has followed the procedures set forth in the Florida Statue Section 287.055, entitled "Consultants' Competitive Negotiation Act", and the City's Procurement Code to advertise for statements of qualifications ("RFQ") for professional consulting engineering services for this project.
