Explanation:
On July 9th, 2015 Broward Metropolitan Planning Organization (MPO) approved funding for the following projects in the Complete Streets and other Localized Initiatives Program (CSLIP) and on November 1, 2017, the City Commission approved Resolution R-2017-323, supporting these CSLIP applications:
* Beverly Park Sidewalk and ADA Compliance Project
* Hollywood Beach Heights and Hollywood Country Estates, Sidewalks, ADA Compliance and N. 58th Avenue Sharrow Installation Project
Historically on CSLIP projects, Florida Department of Transportation (FDOT) would complete and fund the design, construction and construction engineering and inspection (CEI) of the project, and the municipalities would only be responsible for the none-CSLIP eligible items referenced as "contingency". These items could include any number of improvements such as landscape and irrigation or underground utility adjustments etc.
Recently MPO & FDOT have changed their policy and are transitioning into cities delivering the projects. Under the new regulations, the MPO will cover the costs for design and CEI for any programmed and future off system Local Agency Program ("LAP") projects. The City will need to upfront costs for design, CEI, and construction which will be reimbursed at a determined frequency. The City will still be required to budget a contingency fund for these projects. Cities are required to utilize the LAP to administer and complete all phases of these projects.
