Explanation:
The Department of Community and Economic Development desired an individual or a firm to provide the administration of its Home Rehabilitation and Repair Program.
The Home Rehabilitation and Repair Program provide safe, decent, and sanitary housing and ultimately preserve the City's affordable housing stock.
On April 16, 2015, the City issued RFP Number RFP-4452-15-RL for the home rehabilitation and repair program administration services, which resulted in four (4) responses.
After all proposals were received and evaluated by Procurement Services Division and the Department of Community and Economic Development it was realized that the pricing submitted was significantly over budgeted funds.
Section 38.42(D)(5) of the City's Purchasing Code states when any goods, supplies, materials or contractual services shall be purchased and the estimated annual amount to be paid therefore by the City shall be more than $50,000, the Director shall have the authority to recommend to the Manager for City Commission action the rejection of all bids, parts of all bids or al bids for any one or more supplies or contractual services included in the proposed contract when the public interest will be served thereby.
The Assistant City Manager for Sustainable Development/Interim Director of Community and Economic Development concurred the awarding of the services would be beyond the budgeted funds.
The Assistant City Manager for Sustainable Development/Interim Director of Community and Economic Development and the Director of Procurement Services recommend that the City Commission reject all proposals received for RFP-4452-15-RL.
