Explanation:
The City remains committed to ensuring equal access to City facilities and services and to further the intent of the ADA. On February 16, 2022, the City Commission adopted an Updated City ADA Transition Plan to remove architectural barriers in City facilities (R-2022-039).

Kimley-Horn and Associates ("KHA") recently completed an update of the ADA Transition Plan which consisted of an ADA compliance review of City design standards, all buildings, associated parking lots including paths of travel, select parks, park sidewalks and associated curb ramps to provide possible solutions, if required.

The Department of Development Services, Engineering, Mobility, and Transportation Division requested a proposal from KHA to provide Accessibility Consulting Services on an as-needed basis and the parties negotiated the scope and fee for providing the services in an amount not to exceed $8,000.00 per year. Staff has determined that the proposal and fee is fair and reasonable and in accordance with industry standards.

The City is utilizing KHA for a variety of other services, and the amount being paid to KHA is expected to exceed $100,000.00 for Fiscal Year 2023. As such, City Commission approval is required for the payment of fees for these Services pursuant to Section 38.38 of the Procurement Code.

Staff recommends that the City Commission authorize the appropriate City officials to issue an Authorization To Proceed ("ATP") to Kimley-Horn and Associates, Inc. based upon the project scope and fee and the terms and conditions of the current Continuing...
