Explanation:
The Department of Design and Construction Management ("DCM") and Public Works identified the need for a roof replacement on the David Park Tennis Center facility. After several sites visits, findings revealed significant water damage and termite damage to the existing plywood, trusses, and roofing system. The roof was temporarily protected to stop the ongoing water intrusion as the roof has deteriorated and is no longer watertight. As a result, the plywood deck, trusses, interior ceiling framing, and drywall sustained damage that require repair or replacement. Therefore, it is necessary to replace the roof before the structure's condition worsens rapidly.

On February 20, 2019, the City Commission passed and adopted Resolution No. R-2019-025 approving three-year Continuing Services Contracts with three firms to provide Construction Management at Risk Services, one of them being State Contracting and Eng. Corp. ("SCEC"). DCM negotiated and awarded a Construction Management at Risk Phase I Pre-construction Services contract for a lump sum of $3,447.00 for the preparation for a guarantee maximum price ("GMP") with SCEC.

SCEC prepared a GMP, Phase II, proposal for a total cost of $292,269.00 for work associated with the roof replacement scope. DCM staff have determined the project scope and fee with SCEC for the roof replacement to be fair and reasonable by industry standards.
