Explanation:
On March 12, 2019, the City electorate approved a General Obligation Bond that included funding for the purchase of the privately owned 40+ acre site formerly known as the Sunset Golf Course.
The Department of Parks and Recreation ("PRCA"), in collaboration with Chen Moore and Associates ("CM&A"), developed a master plan concept to transform this property into a passive public park. The master planning process involved extensive public engagement and participation, with multiple concept options presented to and reviewed by the City Commission.
On March 20, 2024, the City Commission adopted Resolution No. R-2024-094, formally approving the proposed master plan prepared by PRCA and CM&A. To advance the implementation of this vision, the City determined that professional architectural and engineering consulting services would be required.
On April 16, 2025, the City Commission adopted Resolution No. R-2025-131, ranking the firms that responded to Request for Qualifications ("RFQ") No. 224-24-AR for architectural and engineering services, and authorizing City officials to negotiate an agreement with the highest-ranked firm, Miller Legg & Associates, Inc. ("Miller Legg").
Miller Legg will provide comprehensive architectural and engineering services for all phases of the Sunset Park project. The negotiated scope of services and fee proposal, detailed in Exhibit "A", has been reviewed and determined to be fair and reasonable and in accordance with industry standards.
