Explanation:
The Department of Financial Services has a need for upgraded payment card processing services. The services are needed in support of the City's ability to accept credit card payments for public utility bill payments received and processed via the City's current Tyler Cashiering system.

Tyler Cashiering is an overlay of Tyler's Munis system, which the City currently utilizes to facilitate point of service transactions. The Utility Billing system is part of Tyler Munis and continues to be upgraded. The new upgrade to Munis requires that we upgrade Tyler Cashiering. For Tyler Cashiering to remain operational with the upgrade, we must now utilize a new service, Tyler Payments, which is owned by Tyler Technologies, Inc, as the payment card processor to continue having an integrated cashiering system.

Resolution No. R-2021-314 authorized an agreement with Tyler to provide SaaS and related professional services for MUNIS software for a period of three years ("Agreement").

Resolution No. R-2025-017 authorized a first amendment to the Agreement with Tyler to renew the Agreement in the estimated amount of $195,989.00 for one year, with two optional one-year renewal periods, and a fee increase of no more than 5% per year.
