Explanation:
After the acquisition of the site for the construction of the new Harrison Street Parking Garage, the City is ready to begin design and construction activities for this project.
On October 22, 2025, the City Commission passed and adopted Resolution No. R-2025-386 approving the final rankings and authorizing the appropriate City officials to negotiate and execute a Design-Build ("DB") Services Agreement with the highest-ranked firm, Finfrock Construction, LLC ("Finfrock").
Finfrock provided a scope of services and a price proposal for DB Phase I services to include design and preconstruction services for the development of a Guaranteed Maximum Price ("GMP") proposal for the project. The Department of Design and Construction Management ("DCM") negotiated the scope of services and fee proposal with Finfrock, and it has been determined to be fair and reasonable.
DCM recommends that the City Commission approve and authorize the appropriate City officials to execute a Progressive DB Services Agreement inclusive of Phase I Design and pre-construction in an amount up to $481,152.00.
After execution of the Phase I DB Services Agreement, the parties will negotiate the Phase II DB Services Agreement for consideration by the City Commission at a later date.
Fiscal Impact:
Funding for this project was included in the amended FY 2026 Capital Improvement Plan, and is available in account number 446.159901.54500.563013.001948.000.000.
