Explanation:
The City operates the Wastewater System, which consists of a wastewater collection/transmission system, 86 sewer lift stations, the reuse supply system within the City's corporate limits, and the Southern Regional Wastewater Treatment Plant. The Department of Public Utilities ("Department") has the responsibility for planning, regulating, designing, constructing, operating, and maintaining this wastewater system. An updated Wastewater Master Plan is necessary to most effectively fulfill the City's responsibilities, comply with regulatory programs at various levels (federal, state, county, and local), provide a high level of service to its residents, accommodate growth and economic development, and protect public health, safety, and the environment.

On April 20, 2022, pursuant to Resolution No. R-2022-115, the City Commission approved and authorized the execution of the professional engineering services agreement with Hazen and Sawyer, P.C. ("H&S") to update the Wastewater Master Plan - Phase 2 in the amount of $1,804,858.00 with an understanding that Phase 3 would be presented to the City Commission for approval in FY 2026 in the amount of $95,000.00.

Phase 2 of the Wastewater Master Plan Update is complete; the Department needs to proceed to Phase 3. Phase 3 involves assessing system vulnerability and criticality, implementing a capital improvements program, providing workshop assistance, and addressing regulatory considerations.
